Roberto,
Emails in the Black List TO Emails are being quarantined even though Do not quarantine rejected emails from this blacklist is selected. This has been happening at least for the last three builds.

One possibility is if the email has other recipients who are not on the To blacklist, then it would have to be passed through and potentially caught by another filter.
