If the service is running and a change is made to the appliction(ie..the ini file) does the service pick up the change in the ini file or does the service need to stop and restart ?

Jeff,

Any changes in the INI file require a service restart.  The filter files, however, are read in every couple of minutes so they can be changed "on the fly"
