What is the current order of testing for blocking messages? 

I have many phony addresses in my EmailTo blacklist (which I am not quarantining), and discovered today that messages to those addresses are still going to quarantine *IF* the sender IP address is found in a MAPS search.  I have those phony addresses in the blacklist to help keep the size of my quarantine database down to a minimum, and reduce overhead of unnecessary inbound messages.
