I have checked for multiple recipients.  These emails have only one recipient.  Any thoughts?  Is there any way to have these emails rejected and not quarantined if the email address is anywhere in the TO:?  No matter how many other recipients.

The emails are probably getting quarantined due to being blacklisted by one of the other filters. The order of list check processing is what ends up deciding what gets quarantined and what doesn't.

In that message the order of the processing is described. This might help explain why things get quarantined even though one of the checks tells it not too.
