Do messages with an empty body get blocked?  Is there any control over this?

Example:  one sends a spreadsheet as an attachment, without adding a message to recipient nor is there a signature.

Implementing a rule in the various filters that SpamFilter provides to block empty emails is not possible. A blank email for example could be a blank html-formatted email, in which case the actual email source will not be empty, but will contain the various formatting elements that an html content will have.

SpamFilter does include a Bayesian filter which statistically analyzes incoming emails. If a blank email has enough statistically relevant information in the headers that allows the Bayesian filter to determine if the email is spam, then yes, it is possible that the email will be blocked.
