Anyone....
 
On the honeypot tab, there is the option for DO NOT Quarantine  
Does this stop the quarantine process of:  
A – the original offending email that was addressed to the honeypot address.   
Or
B – the later emails that come from ips in the honeypot_blocked_ips list?

The setting affects both cases.
