If I reboot our server, are the various IP caches persisted across the reboots??

Only the blacklist IP cache is retained in memory, and is lost when SpamFilter is shutdown. This was by design, as this list is so dynamic that there is no point in spooling it to disk as it will be rebuild in just a few minutes and is only used to stop IPs that have sent spam in the last few minutes.
