I would like to suggest that you change the order the emails are looked at for rejection. It seems that emails are scanned to see if they are on any MAPS servers before they are checked by sonme of the other blacklists. This sometimes causes emails that are in some of these other lists (like TO Emails) to be put into the Quarantine folder even though they are blacklisted.

Neal,

Actually we perform the MAPS DNS tests last to avoid consuming DNS resources if the email can be blcoked by the local lists.

Following is the order in which currently the various rejection tests are performed:

  1. Local FROM Domains Blacklist
  2. Local FROM Emails Blacklist
  3. No Reverse DNS (this is calculated at connection time)
  4. Reject Empty Mail From
  5. Reject Same To/From
  6. Recipient Count > Max RCPT TO
  7. Country Blacklisted
  8. Local Emails TO Blacklist
  9. Authorized TO Emails
  10. Allowed Domains
  11. MAPS check
  12. Keywords check

If you can you please show with an example what you think is happening we'll take a look!
