Question,
 
Why does the SpamFilter program stop talking to the quarantine DB server whenever there is an interuption in communication? When I reboot the quarantine server or if the connection is lost for any reason SF doesnt recover unitl I restart the service. Is there a setting that would bake it more reliable?

What version are you running?  The SpamFilter should (and for me does) reconnect if the SQL server goes off line and then comes back. In addition to that, during the down time, the SpamFilter will spool "spam" to disk and then fulsh out to the database once the db server becoms available again.

The behavior I discussed above reflects a much newer build.  I am not sure when the SQL re-attach feature was added but that would explain the issue you are having.

We have seen some cases where MySQL (not Microsoft SQL Server) is not allowing automatic reconnections by SpamFilter when they are dropped. In this case, changing the setting for the "Enable Auto Reconnect" option in the Advanced properties of the MySQL drivers has sometimes solved the issue.
