I need to add a long list of IPs, mainly for Blackberry activation. How do I manually update the greylistallowed.txt? after i add the IP address with the ~8989.8899, it is then quickly removed from the txt file by spamfilter.

You actually need to stop the SpamFilter service, make the change to the text file and then restart the service.  SpamFilter only reads the file at startup but writes back continuously which is what is happening to you.

That's what I did. not working. after i start SPI, it deletes my entry.

Is the IP unique or are you adding an entry for an IP that is already in the list?  Over-write the existing one if so.  Also remember that is will sort the list so it may move up or down.

unique. i did search afterward. it's not there. can i add like 216.23.20.*?

No ... no wild cards.   Try the following:
Stop SpamFilter Service
Open WITH NOTEPAD GreyListAllowed.txt
Add the line 216.23.20.55~43100.1111111111
Save file
Start SpamFilter ...
Oh yeah ... WHAT VERSION?
This did not work in early GreyList versions.
// New to VersionNumber = '4.0.0.773';
{TODO -cNew : Allowed to specify future dates in the GreyListAllowed.txt files so that IPs can be stored in the list for years without expiring}

That may be the issue then.  The feature was added in the build AFTER the one you have.
