EmailTo is in local blacklist file problem

When one or more email addresses are no longer valid (added to the "TO blacklist") and a message comes in for valid TO addresses along with blacklisted TO addresses, the connection is dropped.  Shouldn't the valid email addresses receive the message anyway?  I've enclosed an example:
08/21/03 09:06:23:349 -- (617) Connection from: ###.###.###.###  -  Originating country : US
08/21/03 09:06:23:810 -- (617) Resolving ###.###.###.### - mail3.somewhere.com
08/21/03 09:06:23:810 -- (617) Mail from: someone@somewhere.com
08/21/03 09:06:24:181 -- (617) - MAPS search done... .
08/21/03 09:06:24:181 -- (617) RCPT TO: validuser1@mydomain.com accepted
08/21/03 09:06:24:311 -- (617) Mail from: someone@somewhere.com
08/21/03 09:06:24:311 -- (617) RCPT TO: validuser2@mydomain.com accepted
08/21/03 09:06:24:451 -- (617) - EmailTO is in local blacklist file...
08/21/03 09:06:24:451 -- (617) ###.###.###.### - Mail from: someone@somewhere.com To: invaliduser1@mydomain.com will be disconnected
08/21/03 09:06:24:451 -- (617) Disconnect

The message is never received by validuser1@mydomain.com OR validuser2@mydomain.com due to invaliduser1@mydomain.com being in the "TO Blacklist" because the connection is immediately dropped.
